{"id":5500,"date":"2026-10-07T23:31:05","date_gmt":"2026-10-07T23:31:05","guid":{"rendered":"https:\/\/gunowner-news.com\/?p=5500"},"modified":"2026-10-07T23:31:05","modified_gmt":"2026-10-07T23:31:05","slug":"feds-pre-empt-protest-against-vermont-ice-surveillance-center","status":"publish","type":"post","link":"https:\/\/gunowner-news.com\/?p=5500","title":{"rendered":"Feds Pre-Empt Protest Against Vermont ICE Surveillance Center"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p class=\"wp-block-paragraph\"><span class=\"has-underline\">Williston, a small<\/span> Vermont town of 10,000 people, is best known as a bucolic suburb of Burlington laden with historic buildings and farmland.<\/p>\n<p class=\"wp-block-paragraph\">Like the rest of the state, the hamlet is about 90 percent white. Williston has seen few of the sorts of large-scale Trump administration immigration operations that have sparked raucous protests. Aside from a few raids against migrant farm workers, there has been little in the way of detentions by U.S. Immigration and Customs Enforcement.<\/p>\n<p class=\"wp-block-paragraph\">The town is, in other words, a surprising scene for the robust protests that erupted there over the past two years, with hundreds protesting against ICE.<\/p>\n<p class=\"wp-block-paragraph\">The explanation lies in a low-slung modern building with fa\u00e7ade of glass and dark-blue ribbed sheet metal: ICE\u2019s <a href=\"https:\/\/www.ice.gov\/features\/fugitiveOperations2016\">National Criminal Analysis and Targeting Center<\/a>, a facility designed to help identify, track, and arrest deportation targets across the country. Along with other Department of Homeland Security infrastructure in the area, the NCATC made Williston into a hub of anti-immigration enforcement.<\/p>\n<p class=\"wp-block-paragraph\">The protests, however, weren\u2019t initially met with the sorts of <a href=\"https:\/\/theintercept.com\/2026\/06\/18\/undercover-police-ice-protest-delaney-hall-nj\/\">crackdown<\/a> against <a href=\"https:\/\/theintercept.com\/2026\/08\/25\/minneapolis-ice-protesters-undercover-agents\/\">speech<\/a> experienced by <a href=\"https:\/\/theintercept.com\/2026\/06\/23\/prairieland-texas-ice-protest-prison-sentences\/\">other<\/a> anti-ICE <a href=\"https:\/\/theintercept.com\/2026\/06\/17\/ice-indictment-minneapolis-protesters\/\">protesters<\/a>. The local prosecutor for Chittenden County, where the surveillance center is located, repeatedly opted <a href=\"https:\/\/vtdigger.org\/2026\/09\/25\/vermont-ag-takes-anti-ice-protest-cases-to-trial-after-chittenden-county-prosecutor-declines\/\">not to prosecute protesters <\/a>arrested at the facility.<\/p>\n<p class=\"wp-block-paragraph\">As the Trump administration ramped up its attacks against left-wing protesters, however, Williston was not spared. Beginning in September, state and federal authorities have found ways to levy criminal charges against activists.<\/p>\n<figure class=\"wp-block-pullquote has-text-align-right\">\n<blockquote>\n<p>\u201cOur assumption has been that they did this so close to the week of action in order to try to intimidate people.\u201d<\/p>\n<\/blockquote>\n<\/figure>\n<p class=\"wp-block-paragraph\">In late September, Vermont Attorney General Charity Clark introduced surprise <a href=\"https:\/\/vtdigger.org\/2026\/07\/24\/protesters-again-block-access-to-ice-surveillance-hub-in-williston-prompting-arrests\/\">misdemeanor charges<\/a> against 13 protesters for allegedly participating in a July sit-in at the NCATC. Then, last week, federal prosecutors <a href=\"https:\/\/www.justice.gov\/usao-vt\/pr\/five-people-charged-obstructing-access-federal-facility-williston-vermont\">unveiled surprise charges<\/a> against five people, some of whom were already being charged by Clark. The five people facing federal charges, ranging in age from 22 to 80 years old, are alleged by federal authorities to have disrupted operations at the NCATC on multiple occasions.<\/p>\n<p class=\"wp-block-paragraph\">Activists in Vermont took note of the timing: The cases came as they ramped up to launch a concerted week of protest actions against the ICE intelligence hub.<\/p>\n<p class=\"wp-block-paragraph\">\u201cOur assumption,\u201d said Julie Macuga, an anti-ICE organizer involved in the protests, \u201chas been that they did this so close to the week of action in order to try to intimidate people, in order to make people think twice about doing civil disobedience, for fear that they\u2019re going to get charged.\u201d<\/p>\n<p><!-- END-BLOCK(cta)[0] --><\/p>\n<h2 id=\"h-ice-in-williston\" class=\"wp-block-heading\"><strong>ICE in Williston<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">As <a href=\"https:\/\/theintercept.com\/2025\/12\/19\/deportation-abrego-garcia-ice-immigration\/\">ICE\u2019s budget<\/a> has <a href=\"https:\/\/www.npr.org\/2026\/01\/21\/nx-s1-5674887\/ice-budget-funding-congress-trump\">ballooned<\/a> under the Trump administration, the agency poured billions of dollars into development projects designed to expand surveillance capabilities. With astronomical goals for its deportations and a growing crackdown against dissenters, the surveillance infrastructure would provide the agency with a network of spyware for <a href=\"https:\/\/theintercept.com\/2022\/06\/09\/ice-lexisnexis-mass-surveillances\/\">tracking migrants<\/a>, protesters, and political opponents.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWhat we\u2019re seeing is this really huge increase in access to surveillance at both the national, state, and local level,\u201d Michelle Dahl, an attorney who serves as the executive director of the Surveillance Technology Oversight Project. \u201cWe\u2019re seeing that play out now in these types of surveillance dragnet centers.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The NCATC is one of only two facilities like it in the nation. It is designed to rapidly respond to requests for information from field agents by using both open-source intelligence gathering and advanced surveillance tools to <a href=\"https:\/\/theintercept.com\/2025\/02\/11\/ice-immigration-social-media-surveillance\/\">scour the internet<\/a> and <a href=\"https:\/\/theintercept.com\/2019\/12\/22\/ice-social-media-surveillance\/\">trawl social media<\/a> for leads.<\/p>\n<p class=\"wp-block-paragraph\">Although ICE has had facilities in Williston for years, significant efforts have been made to expand the scope of facility\u2019s operations under the Trump administration. <\/p>\n<p class=\"wp-block-paragraph\">According to government contractor recruiting documents first posted by ICE in 2025 and reposted this August, the NCATC is <a href=\"https:\/\/www.highergov.com\/contract-opportunity\/lead-development-and-open-source-intelligence-soci-ncatc-perc-irda-2025-r-35e04\/\">designed<\/a> to employ at least a dozen analysts to answer requests 24 hours a day, coming up with target information in as little as 30 minutes. The facility operates in tandem with the office running ICE\u2019s national tipline and its National Law Enforcement Support Center \u2014 two other major ICE facilities based in Williston.<\/p>\n<p class=\"wp-block-paragraph\">Dahl said that despite its location, the gathering of resources in Williston is characteristic of the <a href=\"https:\/\/theintercept.com\/2026\/07\/07\/antifa-terrorist-threat-fbi-police-fusion-centers\/\">\u201cfusion center\u201d model<\/a> designed to <a href=\"https:\/\/theintercept.com\/2026\/06\/25\/police-luigi-mangione-wealthy-ceos-threat\/\">allow<\/a> rapid <a href=\"https:\/\/theintercept.com\/2020\/08\/17\/blueleaks-california-ncric-black-lives-matter-protesters\/\">dissemination<\/a> of <a href=\"https:\/\/theintercept.com\/2020\/11\/30\/austin-fusion-center-surveillance-black-lives-matter-cultural-events\/\">information<\/a> between national facilities, federal agents, and local police departments.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe fusion centers don\u2019t have to be located in any place to collect surveillance \u2014 that\u2019s how highly networked surveillance is across the country,\u201d she said. \u201cThey could put it literally anywhere and be able to access the entire nationwide network.\u201d<\/p>\n<h2 id=\"h-no-real-precedent-for-it\" class=\"wp-block-heading\"><strong>\u201cNo Real Precedent for It\u201d<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">As a result of ICE\u2019s expansion in Vermont, the NCATC has quickly become the subject of one of the the state\u2019s largest recurring protests. Over the past year, hundreds of people attended rallies outside the center.<\/p>\n<p class=\"wp-block-paragraph\">Some demonstrators took up nonviolent direct action. In one instance, clergy entered the halls and <a href=\"https:\/\/www.wcax.com\/2026\/09\/04\/7-clergy-protesting-williston-ice-facility-arrested\/\">blocked an entrance<\/a>. Dozens were arrested as part of the protests, but none were charged \u2014 until late September, when Clark, Vermont\u2019s attorney general, began taking up cases that Sarah George, the state\u2019s attorney in Chittenden County, had declined to pursue.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe had been checking the docket and were under the impression that charges were not being pursued,\u201d recalled Roan Wade, who was one of the 13 people charged for protesting at the facility.\u00a0\u201cIt was definitely kind of a shock to have that happen.\u201d<\/p>\n<p class=\"wp-block-paragraph\">It later emerged that the charges had stemmed from an unusual move: The Vermont State Police began circumventing George and instead took their cases directly to the attorney general\u2019s office. Unlike in other cases, the Vermont State Police never delivered these the charges to George\u2019s office.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere have been cases that Sarah George has declined, but these 13 cases were never even brought,\u201d said state Sen. Tanya Vyhovsky, a member of the Senate Judiciary Committee, adding that the unprecedented move appeared to be legal in Vermont. \u201cThis type of stepping outside of our normal court system, as far as I can tell \u2014 and I also spoke to actual attorneys in the system \u2014 there\u2019s no real precedent for it.\u201d<\/p>\n<aside class=\"promote-banner\">\n    <a class=\"promote-banner__link\" href=\"https:\/\/theintercept.com\/collections\/chilling-dissent\/\"><br \/><span class=\"promote-banner__image\"><br \/>        <\/span><\/p>\n<div class=\"promote-banner__text\">\n<p class=\"promote-banner__eyebrow\">\n            Read our complete coverage          <\/p>\n<\/div>\n<p><\/a><br \/><\/aside>\n<h2 id=\"h-extremely-concerning\" class=\"wp-block-heading\"><strong>\u201cExtremely Concerning\u201d<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">The decision to prosecute protesters for anti-ICE activity quickly ignited a firestorm among the Vermont Democratic Party establishment \u2014 which Clark, the attorney general, belongs to.<\/p>\n<p class=\"wp-block-paragraph\">Within days of the decision becoming public, the state Senate majority leader, treasurer, and a host of representatives, candidates, and local officials all <a href=\"https:\/\/www.wamc.org\/news\/2026-09-24\/prosecution-of-ice-protesters-criticized\">issued condemnations<\/a> of the charges and Clark\u2019s unusual actions.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI found that decision to be extremely concerning,\u201d Nikhil Goyal, a state Senate candidate in one of the districts containing charged protesters, told The Intercept. \u201cThere is enormous precedent, both in and out of our state, where prosecutors don\u2019t use precious resources to go after peaceful protesters simply trying to stop a fascist machine from kidnapping our neighbors.\u201d<\/p>\n<figure class=\"wp-block-pullquote has-text-align-right\">\n<blockquote>\n<p>\u201cThe same folks who claim to be opposing Trump and fighting this fascist administration are also prosecuting protesters.\u201d<\/p>\n<\/blockquote>\n<\/figure>\n<p class=\"wp-block-paragraph\">Wade, one of the charged protesters, says that the decision to prosecute is emblematic of wider trends among the national left, who have at times been starkly divided in their treatment of anti-ICE protests.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt highlights some of the hypocrisy of the Democratic Party,\u201d they said. \u201cThe same folks who claim to be opposing Trump and fighting this fascist administration are also prosecuting protesters.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Soon, the federal charges would come down against the five additional protesters.<\/p>\n<div class=\"newsletter-embed flex-col items-center print:hidden\" id=\"third-party--article-mid\" data-module=\"InlineNewsletter\" data-module-source=\"web_intercept_20241230_Inline_Signup_Replacement\">\n<div class=\"-mx-5 sm:-mx-10 p-5 sm:px-10 xl:-ml-5 lg:mr-0 xl:px-5 bg-accentLight hidden\" data-name=\"subscribed\">\n<h2 class=\"font-sans font-light uppercase text-[30px] leading-8 text-white tracking-[0.01em] mb-0\">\n      We\u2019re independent of corporate interests \u2014 and powered by members. Some organizers say the arrests are only helping to fuel further activism.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAll it\u2019s really done is bring a lot more attention to the issue,\u201d said Macuga, the protest organizer.<\/p>\n<p class=\"wp-block-paragraph\">For their part, the Vermont State Police indicated that any further charges pertaining to protests at the facility will continue to <a href=\"https:\/\/vtdigger.org\/2026\/09\/25\/vermont-ag-takes-anti-ice-protest-cases-to-trial-after-chittenden-county-prosecutor-declines\/\">circumvent local authorities<\/a> and instead be referred directly to the attorney general for prosecution.
