VOTE FRAZIER.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The slogan reflects the city\u2019s deep anger over the killing of two U.S. citizens by federal officers in January. It also reflects Frazier\u2019s belief that the backlash gives him the edge in the race to serve as Minneapolis\u2019s top prosecutor.<\/p>\n<p class=\"wp-block-paragraph\">Frazier, a public defender turned state representative, is vying with former federal prosecutor Anders Folk in the race to become Hennepin County Attorney. The county, which includes Minneapolis, was beset by <a href=\"https:\/\/theintercept.com\/2026\/01\/16\/trump-abolish-ice-renee-good-jonathan-ross\/\">violence<\/a> and <a href=\"https:\/\/theintercept.com\/2026\/02\/12\/minneapolis-federal-agents-phone-surveillance-alex-pretti\/\">chaos<\/a> this winter amid a Trump administration immigration crackdown known as \u201c<a href=\"https:\/\/theintercept.com\/2026\/06\/18\/ice-minneapolis-mental-health-human-rights-watch\/\">Operation Metro Surge<\/a>.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Before the killings of Renee Nicole Good and Alex Pretti, the contest was shaping up as a referendum on so-called progressive prosecutions \u2014 fallout from a debate that began six years ago after George Floyd was murdered by former police officer Derek Chauvin.<\/p>\n<p class=\"wp-block-paragraph\">Now it has morphed into something more. Either Frazier or his opponent will likely decide whether to prosecute the federal immigration agents who killed Good and Pretti. Those stakes give the race national implications, Hamline University political science professor David Schultz said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cPeople are going to be looking at this race and asking: What does it tell us about holding law enforcement accountable?\u201d he said. \u201cIf you hadn\u2019t had Metro Surge, if you hadn\u2019t had George Floyd, Derek Chauvin, it would be: Minneapolis is holding an election for county attorney \u2014 no big deal.\u201d<\/p>\n<h2 id=\"h-walking-the-block\" class=\"wp-block-heading\"><strong>Walking the Block<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">A county attorney in Minnesota has broad responsibilities that range from general counsel for local government to prosecuting crimes to pursuing child support cases.<\/p>\n<p class=\"wp-block-paragraph\">Voters, however, only wanted to talk about one thing as Frazier canvassed the Longfellow neighborhood of Minneapolis earlier this month: U.S. Immigration and Customs Enforcement\u2019s winter invasion. Without prompting, two voters in two blocks thanked him for his campaign promise to go after ICE.<\/p>\n<p class=\"wp-block-paragraph\">The reminders of Minneapolis\u2019s turbulent decade are everywhere in the city. A couple blocks away from a campaign field office, one building is still tagged with \u201c#JUSTICE4GEORGE\u201d graffiti. Within a short drive, the memorials for Good and Pretti are overflowing with flowers and handwritten tributes.<\/p>\n<p><!-- END-BLOCK(cta)[0] --><\/p>\n<p class=\"wp-block-paragraph\">In an interview with The Intercept, Frazier was careful to say that he has not made any decisions about cases involving federal agents. Any explicit statement to that effect could be used to throw him off the case.<\/p>\n<p class=\"wp-block-paragraph\">\u201cBut I don\u2019t see it any different than saying we\u2019re going to go after crime,\u201d Frazier said. \u201cWe\u2019re just making it very clear and very explicit that if you come here, regardless of what your title is, and if you violate the law here, there will be accountability for that.\u201d<\/p>\n<p class=\"wp-block-paragraph\">A native of the South Side of Chicago, Frazier moved to rural Minnesota for college and never left the state. He has three daughters and went from serving as a Hennepin County public defender to state representative for New Hope, a suburb of Minneapolis.<\/p>\n<p class=\"wp-block-paragraph\">The 47-year-old built strong connections with the state affiliate of the Democratic Party and Minnesota\u2019s powerful labor movement. His day job outside of his part-time legislative position is as an attorney for the state\u2019s main teacher union.<\/p>\n<p class=\"wp-block-paragraph\">If he is elected, Frazier will likely face crucial decisions about whether to file or continue pursuing charges in the Good and Pretti killers. The sitting county attorney, Mary Moriarty, <a href=\"https:\/\/theintercept.com\/2026\/01\/30\/minneapolis-ice-watch-alex-pretti-mary-moriarty\/\">began the investigation<\/a> into those killings with the aid of state Attorney General Keith Ellison, but she could leave the ultimate charging decision up to her successor. Frazier says he has no confidence in parallel federal investigations.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI have no trust whatsoever in a Donald Trump-led Department of Justice actually getting us any justice or accountability for what happened here,\u201d he said.<\/p>\n<h2 id=\"h-tagged-with-trump\" class=\"wp-block-heading\">\u201cTagged With Trump\u201d<\/h2>\n<p class=\"wp-block-paragraph\">His opponent, Folk, brings a strikingly different resume and support base to the race.<\/p>\n<p class=\"wp-block-paragraph\">A Minnesota native and 49-year-old first-time candidate who served in the U.S. Marine Corps, he worked his way up through the ranks at the U.S. attorney\u2019s office in Minneapolis, where some of his most notable early cases focused on Somali American men accused of traveling to the Horn of Africa to fight for the designated terror group al-Shabaab.<\/p>\n<p class=\"wp-block-paragraph\">After a stint at a national law firm, he returned to the U.S. attorney\u2019s office in 2018 to serve as first assistant. He was briefly the interim top prosecutor after the resignation of the Trump-appointed U.S. attorney in 2021. During that stint, he signed Chauvin\u2019s indictment on federal civil rights charges connected to the murder of George Floyd.<\/p>\n<p class=\"wp-block-paragraph\">In 2022, he left public service and became a partner at the white-shoe law firm Jones Day, which has <a href=\"https:\/\/www.cjr.org\/analysis\/jones-day-unions-slate-strike.php\">helped corporations<\/a> fight <a href=\"https:\/\/theintercept.com\/2020\/01\/31\/joe-biden-donors-anti-union-lawyers\/\">union campaigns<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">His blue-chip resume attracted support from wealthy campaign donors and Minneapolis Mayor Jacob Frey, who <a href=\"https:\/\/www.startribune.com\/jacob-frey-endorses-anders-folk-in-crowded-race-for-hennepin-county-attorney\/601639595\">endorsed<\/a> him early on.<\/p>\n<p class=\"wp-block-paragraph\">Folk, whose campaign declined a request for an interview, leans on his prosecutorial experience to make the case that he is best suited to prosecute federal officers.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThese are cases we\u2019ve never done here in Minnesota,\u201d he <a href=\"https:\/\/www.mprnews.org\/story\/2026\/08\/19\/hennepin-county-attorney-race-narrows-down-to-anders-folk-and-cedrick-frazier\">said<\/a> in an interview with Minnesota Public Radio last month. \u201cThese are going to be cases we\u2019re doing for the first time in the history of this state. And I think it just really speaks to how critical it is to have that deep experience doing federal criminal prosecution work because that\u2019s where these cases are all going to end up.\u201d<\/p>\n<p class=\"wp-block-paragraph\">While campaigning on his experience at the U.S. attorney\u2019s office, however, his job as a federal prosecutor also presents a liability. Frazier routinely notes that Folk rejoined the office when Trump was president. That lead makes him the \u201cheavy\u201d favorite but not the inevitable winner, Schultz said.<\/p>\n<p class=\"wp-block-paragraph\">Folk\u2019s supporters have <a href=\"https:\/\/minneapolistimes.com\/what-a-racket-a-response-to-dont-fall-for-the-folk-tales\/\">bristled<\/a> at the <a href=\"https:\/\/racketmn.com\/dont-fall-for-the-folk-tales\">claims<\/a> that he was a Trump lackey. In the run-off, Folk played up his connections to the Biden administration.<\/p>\n<p class=\"wp-block-paragraph\">Yet Folk has played the guilt-by-association game, too, by tying Frazier to the current county attorney, Mary Moriarty.<\/p>\n<p class=\"wp-block-paragraph\">Moriarty ran as an outspoken progressive when voters were outraged over her predecessor\u2019s handling of Floyd\u2019s murder. She promised to transform the office with a restorative approach and fresh reviews of past incidents of police brutality.<\/p>\n<p class=\"wp-block-paragraph\">She followed through on those pledges but drew political flak for the way in which she went about it.<\/p>\n<p class=\"wp-block-paragraph\">Former Democratic allies, including state Attorney General Keith Ellison, <a href=\"https:\/\/theintercept.com\/2023\/04\/13\/minnesota-keith-ellison-juvenile-murder\/\">castigated<\/a> her over her handling of <a href=\"https:\/\/www.startribune.com\/ag-ellison-says-he-disagrees-with-juvenile-prosecution-in-brooklyn-park-killing\/600264897\">a case<\/a> where two teen boys were accused in the killing a young mother and she sought to prosecute them as juveniles. Democratic Gov. Tim Walz eventually took her off the case and handed it to Ellison, a move she called undemocratic.<\/p>\n<p class=\"wp-block-paragraph\">With her political fortunes sinking, Moriarty <a href=\"https:\/\/www.mprnews.org\/story\/2025\/08\/07\/mary-moriarty-wont-run-again-for-hennepin-county-attorney\">decided<\/a> not to run again last year, well before Operation Metro Surge began. During the election, Frazier\u2019s critics have sought to cast him as her second coming.<\/p>\n<p class=\"wp-block-paragraph\">Folk quickly name-checked Moriarty when he was asked about his differences with Frazier in <a href=\"https:\/\/www.audacy.com\/wccoradio\/podcasts\/ff00269bd035424f54ee3e66e6f0b29a\/episodes\/anders_folk_reacts_to_advancin-8591094\">a recent radio interview.<\/a><\/p>\n<p class=\"wp-block-paragraph\">\u201cNot unlike my differences with Mary Moriarty, I\u2019m somebody who has stood up in court and prosecuted for the people of the state of Minnesota,\u201d Folk said. \u201cAnd Cedrick Frazier has never done that. He has never been a prosecutor and has no experience there.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Frazier chooses his words carefully when he talks about Moriarty\u2019s legacy. He has positioned himself as more progressive than Folk and promised to continue some priorities, such as the police accountability project. Yet he has sought to distance herself from Moriarty on other issues. Though Moriarty <a href=\"https:\/\/www.kare11.com\/article\/news\/local\/memo-details-moriarty-changes-in-prosecuting-juveniles\/89-8b9f34f3-8625-4060-a038-767a6c770032\">changed<\/a> the office\u2019s policies to avoid charging juveniles as adults, Frazier says he is open to the possibility of such charges.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t know why it\u2019s fair for him to say I\u2019m going to be Mary Moriarty 2.0, but we can\u2019t truthfully, truthfully say and talk about the fact that you worked under Donald Trump and you\u2019re a partner at Jones Day,\u201d Frazier said.<\/p>\n<p class=\"wp-block-paragraph\">The family of the woman slain by the two teens <a href=\"https:\/\/www.startribune.com\/family-of-slain-brooklyn-park-woman-rebukes-plea-bargain-offered-to-teen-suspects\/600256994\">said they felt betrayed<\/a> by Moriarty\u2019s decision to charge them as juveniles instead of adults. Frazier said that he will be more skillful in talking to community members than Moriarty.
