With deportation continuing apace amid the federal government shutdown, advocates speculated that the latest scheme to pay off immigrant children was deliberately timed by ICE and its parent agency, the Department of Homeland Security, to minimize public attention.\u00a0<\/p>\n<p><!-- BLOCK(pullquote)[0](%7B%22componentName%22%3A%22PULLQUOTE%22%2C%22entityType%22%3A%22SHORTCODE%22%2C%22optional%22%3Atrue%7D)(%7B%22pull%22%3A%22right%22%7D) --><\/p>\n<blockquote class=\"stylized pull-right\" data-shortcode-type=\"pullquote\" data-pull=\"right\"><p><!-- CONTENT(pullquote)[0] -->\u201cThe idea that masked men would now go to 14-year-olds and ask them to waive their rights to return to the countries that they fled is shocking.\u201d<!-- END-CONTENT(pullquote)[0] --><\/p><\/blockquote>\n<p><!-- END-BLOCK(pullquote)[0] --><\/p>\n<p>The memo said immigrant children 14 years or older would receive $2,500 in exchange for agreeing to be deported.<\/p>\n<p>\u201cThe U.S. Department of Homeland Security (DHS) will provide a one-time resettlement support stipend of $2,500 U.S. Dollars to unaccompanied alien children, 14 years of age and older, who have elected to voluntarily depart the United States as of the date of this notice and moving forward,\u201d said the memo, which the Department of Health and Human Services, the agency that holds children in immigration custody, sent to service providers Friday.<\/p>\n<p><!-- BLOCK(cta)[0](%7B%22componentName%22%3A%22CTA%22%2C%22entityType%22%3A%22SHORTCODE%22%2C%22optional%22%3Atrue%7D)(%7B%7D) --><\/p>\n<p><!-- END-BLOCK(cta)[0] --><\/p>\n<p>Before receiving the government\u2019s memo, immigrant rights advocates got word of the impending policy change and became alarmed. They began to widely circulate information about the plan in private email chains earlier this week.<\/p>\n<p>\u201cVoluntary departure has always been available,\u201d said Melissa Adamson, an attorney at the National Center for Youth Law who reviewed the government memo. \u201cWhat children need is legal counsel to safely understand the risks or benefits of this option \u2014 not the government essentially enticing them into giving up their rights for a cash incentive.\u201d<\/p>\n<p>The government memo stipulated that children who elected to take the payment, must arrange to meet with an ICE officer. In order to waive their right to a removal hearing so that they can receive the payment, the child themself would have to sign a form to change their status with the U.S. government.\u00a0<\/p>\n<p><!-- BLOCK(promote-related-post)[0](%7B%22componentName%22%3A%22PROMOTE_RELATED_POST%22%2C%22entityType%22%3A%22SHORTCODE%22%2C%22optional%22%3Atrue%7D)(%7B%22relatedPostNumber%22%3A1%7D) --><\/p>\n<p><!-- END-BLOCK(promote-related-post)[0] --><\/p>\n<p>\u201cIf the child agrees to the stipend, DHS will issue a l-210 addendum declaration for the child to sign,\u201d the memo says.<\/p>\n<p>In a statement to The Intercept that was subsequently posted online, an ICE spokesperson confirmed that the agency would begin to target unaccompanied minors for deportation, calling the plan \u201cvoluntary.\u201d <\/p>\n<p>The agency said ICE and DHS \u201care offering a strictly voluntary option to return home to their families\u201d and that financial support would only be provided at the approval of an immigration judge.<\/p>\n<p>ICE told The Intercept the \u201cvoluntary option\u201d would initially be offered to 17-year-old unaccompanied children.<\/p>\n<p>\u201cThe idea that immigration enforcement agents can coerce children into waiving their rights and protections under this memo to meet President Trump\u2019s political goals is cruel,\u201d said Bilal Askaryar, director of communications at Acacia Center for Justice, which represents and advocates for unaccompanied immigrant children. \u201cAmericans have been shocked by the tactics that ICE is using in communities across the country, and the idea that masked men would now go to 14-year-olds and ask them to waive their rights to return to the countries that they fled is shocking.\u201d<\/p>\n<p><!-- BLOCK(document)[0](%7B%22componentName%22%3A%22DOCUMENT%22%2C%22entityType%22%3A%22EMBED%22%7D)(%7B%22sourceId%22%3A%2226180215-signal-2025-10-03-160423-002%22%2C%22sourceName%22%3A%22documentcloud%22%2C%22url%22%3A%22https%3A%5C%2F%5C%2Fbeta.documentcloud.org%5C%2Fdocuments%5C%2F26180215-signal-2025-10-03-160423-002%22%7D) --><br \/>\n    <iframe loading=\"lazy\" height=\"450\" sandbox=\"allow-scripts allow-same-origin allow-popups allow-forms\" src=\"https:\/\/embed.documentcloud.org\/documents\/26180215-signal-2025-10-03-160423-002\/?embed=1&amp;title=1\" style=\"border: 1px solid #aaa;\" width=\"100%\"><\/iframe><br \/>\n  <!-- END-BLOCK(document)[0] --><\/p>\n<h2 class=\"wp-block-heading\" id=\"h-advocates-alarmed\">Advocates Alarmed<\/h2>\n<p>The plan had been privately relayed to immigrant advocates earlier this week by what they said were sources inside the government. <\/p>\n<p>The advocates had gotten word that ICE was expected to target children aged 14 or older and was considering lowering the range to children as young as 10. Many live in shelters, with relatives, or with host families.\u00a0<\/p>\n<p>In the plan, according to advocates, agents would first target children who are currently in federal immigration detention, followed by those who have already been released from custody.\u00a0<\/p>\n<p>As soon as unaccompanied immigrant children turned 18, according to advocates, they would be detained by ICE. Immigrant children in federal government custody are held by the Department of Health and Human Services Office of Refugee Resettlement.<\/p>\n<p>By Friday afternoon, immigrant rights organizations and attorneys who were mobilizing against the operation began to receive emails and texts from the government about the deportation plan. Advocates have urged immigrants, especially children, not to sign any documents that attempt to threaten or incentivize children to waive their rights without first seeking legal advice.\u00a0<\/p>\n<p>In its statement to The Intercept, ICE declined to say whether children would be threatened with detention.<\/p>\n<p>The Trump administration has shown a willingness to lock up unaccompanied children. Over Labor Day weekend, the government targeted 300 Guatemalan children for deportation, with agents hastily rounding up <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.284360\/gov.uscourts.dcd.284360.49.0_2.pdf\">76 of the children<\/a> from their caregivers\u2019 homes in the middle of the night and boarding many of them onto planes. Then, in March, the administration cut a federally funded program that provided legal representation for minors in their immigration cases.
