{"id":3816,"date":"2025-08-11T18:04:36","date_gmt":"2025-08-11T18:04:36","guid":{"rendered":"https:\/\/gunowner-news.com\/?p=3816"},"modified":"2025-08-11T18:04:36","modified_gmt":"2025-08-11T18:04:36","slug":"ice-agent-caught-on-camera-disguised-as-a-construction-worker","status":"publish","type":"post","link":"https:\/\/gunowner-news.com\/?p=3816","title":{"rendered":"ICE Agent Caught on Camera Disguised as a Construction Worker"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p><span class=\"has-underline\">Despite their proclivity<\/span> for wearing masks, the Department of Homeland Security denies that Immigration and Customs Enforcement agents refuse to identify themselves in the field. \u201cI\u2019ve been on a number of these operations,\u201d Assistant Secretary for Public Affairs Tricia McLaughlin <a href=\"https:\/\/www.npr.org\/2025\/07\/09\/nx-s1-5440311\/ice-raids-masked-agents\">said last month<\/a>. \u201cThey are wearing vests that say ICE or ERO, which is the enforcement arm of ICE or Homeland Security Investigations. They clearly verbally identify themselves.\u201d<\/p>\n<p>But video from a confrontation in a New York state town that was reviewed by The Intercept contradicts her claims.<\/p>\n<p>In the footage, Juan <a>Fonseca Tapia<\/a>, the co-founder and organizer of the Connecticut-based immigrant advocacy group Greater Danbury Unites for Immigrants, questions a man dressed as a construction worker.<\/p>\n<p>\u201cWhat agency are you with?\u201d asks Fonseca Tapia, filming through his car window.<\/p>\n<p>\u201cI\u2019m not going to tell you,\u201d <a href=\"https:\/\/www.facebook.com\/reel\/595243186787356\">responds<\/a> the man, who is wearing a high-visibility construction vest, an orange helmet, and glasses, with a camouflage mask covering most of his face. \u201cIt\u2019s none of your business.\u201d<\/p>\n<p><iframe loading=\"lazy\" style=\"display: block\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=476&amp;href=https%3A%2F%2Fwww.facebook.com%2F61561079047168%2Fvideos%2F595243186787356%2F&amp;show_text=false&amp;width=267&amp;t=0\" width=\"267\" height=\"476\" scrolling=\"no\" frameborder=\"0\" allowfullscreen=\"true\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\"><\/iframe><\/p>\n<p>The construction worker getup was actually a disguise: ICE confirmed to The Intercept that the man in the hard hat is an Immigration and Customs Enforcement agent. \u201cICE New York City officers were conducting surveillance in Brewster, New York, August 2, when anti-ICE agitators followed them and attempted to disrupt their operation,\u201d an ICE spokesperson told The Intercept by email.<\/p>\n<p>In the video \u2014 which was posted last weekend on social media by <a href=\"https:\/\/www.instagram.com\/danburyunites4immigrants\/\">Greater Danbury Area Unites for Immigrants<\/a> \u2014 the ICE agent said only that he is a member of \u201cfederal law enforcement.\u201d Neither \u201cICE\u201d nor \u201cERO\u201d is visible on his vest in the footage.\u00a0<\/p>\n<p>That puts the lie to McLaughlin\u2019s claims that ICE agents identify themselves.<\/p>\n<p>Fonseca Tapia told The Intercept that he spotted a second man who was similarly disguised as a construction worker.<\/p>\n<p><!-- BLOCK(cta)[0](%7B%22componentName%22%3A%22CTA%22%2C%22entityType%22%3A%22SHORTCODE%22%2C%22optional%22%3Atrue%7D)(%7B%7D) --><\/p>\n<p><!-- END-BLOCK(cta)[0] --><\/p>\n<p>\u201cI find it outrageous. It\u2019s indefensible. This is where we are crossing a dangerous line on immigration enforcement into these paramilitary type tactics with a secret police force,\u201d said New York state Sen. Patricia Fahy who last month introduced the <a href=\"https:\/\/www.nysenate.gov\/newsroom\/press-releases\/2025\/patricia-fahy\/senator-fahy-introduces-melt-act-prohibit-masking-ice\">Mandating End of Lawless Tactics<\/a>, or MELT, Act, which would ban the use of face coverings and plainclothes by ICE and other federal enforcement agents during civilian immigration actions conducted in New York. \u201cThe first three words of the provision that we\u2019re adding into law are \u2018Masks and disguises prohibited,\u2019 period. And this video is Exhibit A. This is exactly what we are alarmed about.\u201d<\/p>\n<p>On Tuesday, at a National Conference of State Legislatures in Boston, Fahy joined colleagues from Massachusetts and Pennsylvania in condemning the use of \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=-kqJbsXCpOk\">paramilitary-type secret police<\/a>\u201d tactics by ICE agents.\u00a0\u201cWe started to reach out to all the states that have legislation concerning masked ICE agents and said, \u2018Let\u2019s do this jointly. Let\u2019s collectively bring attention to this,\u2019\u201d Fahy told The Intercept. \u201cWe had a couple of dozen lawmakers all standing up to say \u2018This is not who we are\u2019 and calling out these authoritarian-type tactics.\u201d<\/p>\n<p><span class=\"has-underline\">The interaction with<\/span> the disguised construction worker began when Fonseca Tapia spotted a group of people he believed to be ICE agents in downtown Brewster. He began alerting day laborers who congregate in the area, while driving in his car. Soon, Fonseca Tapia said, realized that he was being followed in a vehicle by the man in the construction worker get-up. Eventually, he found himself surrounded by several vehicles with dark tinted windows.\u00a0<\/p>\n<p>Fonseca Tapia said that the man in the construction worker disguise confronted him and repeatedly tried to persuade him to roll down his window or get out of the car. He said he feared that he might be \u201ckidnapped\u201d by ICE.\u00a0<\/p>\n<p>After Fonseca Tapia stopped filming, he said that the masked agent issued a warning: \u201cMore of my guys are coming and we\u2019re going to take care of you.\u201d<\/p>\n<p>To Fonseca Tapia, that sounded like an act of intimidation.<\/p>\n<p>\u201cIt\u2019s literally a threat,\u201d said Fonseca Tapia. \u201cYou have three vehicles with very tinted windows, so it\u2019s impossible to see inside. People are wearing masks and refuse to identify themselves, and one of them tells you he is going to call more of them to \u2018take care of you\u2019?\u201d This is for sure an intimidation tactic to instill fear in people who are working to alert the community when there is an ICE presence.\u201d<\/p>\n<figure class=\"wp-block-pullquote\">\n<blockquote>\n<p>\u201cIt\u2019s undermining all of law enforcement because they come across as impersonators.\u201d<\/p>\n<\/blockquote>\n<\/figure>\n<p>An ICE spokesperson cited \u201cincreased assaults toward ICE\u201d as the reason that the ICE agent confronted individuals who followed and filmed them in Brewster. \u201cThe officer was concerned for the safety of himself and others,\u201d the spokesperson wrote.<\/p>\n<p>\u201cI don\u2019t know what the concern was \u2014 because he was following me,\u201d said Fonseca Tapia. \u201cIf he thought I posed a threat, I don\u2019t think he would put himself in danger by following me.\u201d<\/p>\n<p><span class=\"has-underline\">Since Donald Trump\u2019s<\/span> return to office, <a href=\"https:\/\/theintercept.com\/2025\/07\/12\/ice-neighborhood-watch-la\/\">masked ICE agents<\/a> carrying out immigration raids have become increasingly common.\u00a0Across the country, Immigration and Customs Enforcement and other federal agencies working with ICE launch operations wearing disguises or plainclothes and sometimes arrive in <a href=\"https:\/\/theintercept.com\/2025\/08\/07\/immigrant-raid-home-depot-la-restraining-order\/\">unmarked vehicles <\/a>and arrest people\u00a0<a href=\"https:\/\/www.propublica.org\/article\/ice-warrantless-arrests-chicago-law\">without warrants<\/a>. Often <a href=\"https:\/\/theintercept.com\/2025\/08\/07\/immigrant-raid-home-depot-la-restraining-order\/\">ICE agents<\/a> don masks, balaclavas, neck gaiters, or other facial coverings to conceal their identities.\u00a0<\/p>\n<p><a href=\"https:\/\/www.warner.senate.gov\/public\/index.cfm\/2025\/5\/warner-kaine-push-ice-to-require-agents-identify-themselves-limit-use-of-masks-and-face-coverings-during-enforcement-operations\">Lawmakers<\/a>, veteran <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2025\/07\/23\/masked-ice-agents-dox-safety\/85315776007\/\">law enforcement<\/a> officials, activists, and <a href=\"https:\/\/www.boston.com\/community\/readers-say\/2025\/07\/10\/readers-disapprove-of-ice-agents-wearing-masks-heres-why\/\">citizens<\/a> have <a href=\"https:\/\/www.padilla.senate.gov\/newsroom\/press-releases\/padilla-booker-unveil-new-bill-to-require-immigration-officers-to-display-clear-identification\/\">criticized<\/a> the <a href=\"https:\/\/theintercept.com\/2025\/07\/01\/masked-ice-agents-victimization-accountability\/\">donning of masks<\/a> by law enforcement as anti-American \u2014 for sowing confusion, <a href=\"https:\/\/www.boston.com\/community\/readers-say\/2025\/07\/10\/readers-disapprove-of-ice-agents-wearing-masks-heres-why\/\">chaos<\/a>, and fear, while reducing accountability and undermining public trust.<\/p>\n<p>\u201cThe failure of ICE officers and agents to promptly and clearly identify who they are and the authority under which they are acting has led witnesses of immigration enforcement operations to justifiably question the law enforcement status, authority, and constitutionality of ICE officers and agents and their operations,\u201d wrote U.S. Sens. Mark Warner, D-Va., and Tim Kaine, D-Va., in a <a href=\"https:\/\/www.warner.senate.gov\/public\/_cache\/files\/2\/b\/2b609a05-1fc7-4753-ba96-4270c0d07a09\/C592B1312892CF49DB207AE50FD0350CB88302C2C278BF16C5AB1CD1B6876F69.2025.05.23-letter-from-senators-warner-and-kaine-to-dhs-and-ice-re-law-enforcement-identification.pdf\">May letter<\/a> to Homeland Security Secretary Kristi Noem; Tom Homan, the executive associate director of enforcement and removal operations; and top ICE officials. \u201cWe remain deeply concerned that ICE\u2019s lack of transparency will lead the public to intercede in enforcement efforts, escalating an already tense interaction, and risking an entirely avoidable violent situation.\u201d<\/p>\n<figure class=\"wp-block-pullquote has-text-align-right\">\n<blockquote>\n<p>\u201cThese are third-world tactics.\u201d<\/p>\n<\/blockquote>\n<\/figure>\n<p>Fahy emphasized that she had a family member who served in law enforcement and that she saw the use of masks and disguises as a threat to law and order. \u201cIt\u2019s undermining all of law enforcement because they come across as impersonators. There\u2019s no accountability and there\u2019s no transparency, so it erodes public trust and undermines decades of work and millions of dollars spent,\u201d she told The Intercept. \u201cWhen they use disguises, these arrests \u2014 without presenting an arrest warrant, neither a judicial or even administrative warrant \u2014 come across as abductions or kidnapping. These are third-world tactics, and they should shock the collective conscience.\u201d<\/p>\n<p><!-- BLOCK(promote-post)[0](%7B%22componentName%22%3A%22PROMOTE_POST%22%2C%22entityType%22%3A%22SHORTCODE%22%2C%22optional%22%3Atrue%7D)(%7B%22slug%22%3A%22immigrants%22%2C%22crop%22%3A%22promo%22%7D) -->  <\/p>\n<aside class=\"promote-banner\">\n    <a class=\"promote-banner__link\" href=\"https:\/\/theintercept.com\/collections\/the-war-on-immigrants\/\"><br \/>\n              <span class=\"promote-banner__image\"><br \/>\n                  <\/span><\/p>\n<div class=\"promote-banner__text\">\n<p class=\"promote-banner__eyebrow\">\n            Read Our Complete Coverage          <\/p>\n<\/p><\/div>\n<p>    <\/a><br \/>\n  <\/aside>\n<p><!-- END-BLOCK(promote-post)[0] --><\/p>\n<p>The International Association of Chiefs of Police <a href=\"https:\/\/www.theiacp.org\/resources\/document\/face-coverings-and-police-community-engagement\">warns<\/a> that \u201cmembers of the general public may be intimidated or fearful of officers wearing a face covering, which may heighten their defensive reactions.\u201d\u00a0<\/p>\n<p>An ICE spokesperson said the agency has no policy on masks, aside from pandemic safety requirements. The Department of Homeland Security has endorsed the agents\u2019 right to wear masks, citing attacks on agents or the doxing of law enforcement or their families.\u00a0In an email, DHS specifically mentioned one Texas man\u2019s threat to shoot ICE agents as a reason to allow masks, although it was unclear how a mask would protect an agent from a bullet. Nonetheless, DHS insisted that because of such fears, ICE would not discourage its agents from wearing masks during anti-immigrant raids.<\/p>\n<p>For almost two months, DHS has failed to respond to The Intercept\u2019s questions about escalating statistics quoted by government officials about supposed assaults of federal agents. In June, DHS told The Intercept that \u201cICE law enforcement and their families are being targeted and are facing an over 400% increase in assaults.\u201d ICE now claims that figure has jumped to <a href=\"https:\/\/www.ice.gov\/news\/releases\/dominican-national-arrested-assaulting-ice-agents-puerto-rico#:~:text=ICE%20officials%20face%20an%20830,in%20Charge%20Rebecca%20Gonzalez%2DRamos.\">830 percent<\/a>.<\/p>\n<p>ICE failed to answer The Intercept\u2019s questions about the use of disguises by ICE agents and if the agent who failed to identify himself in Brewster had been reprimanded. \u201cAt no time did the officer attempt to make an arrest or detain anyone without being plainly marked as an ICE officer,\u201d the spokesperson said.<\/p>\n<p>The New York City Bar Association has noted that secret police tactics are a gateway to further lawlessness. \u201cAllowing masked ICE agents to conduct detentions also makes it increasingly likely that third-party actors will impersonate federal agents and use their anonymity to subject vulnerable populations to harassment and violence under the apparent color of law,\u201d the group said in a <a href=\"https:\/\/www.nycbar.org\/press-releases\/statement-on-wearing-of-masks-by-ice-agents\/#_ftn2\">June statement<\/a>.<\/p>\n<p>Bad actors have, indeed, <a href=\"https:\/\/www.nbcsandiego.com\/video\/videos\/face-masks-raise-concerns-over-ice-agent-impersonators\/3881226\/\">masqueraded<\/a> as <a href=\"https:\/\/www.nbclosangeles.com\/news\/local\/huntington-park-accused-immigration-enforcement-agent\/3734330\/\">ICE agents<\/a> from coast to coast this year.\u00a0Various <a href=\"https:\/\/news.temple.edu\/announcements\/2025-02-02\/law-enforcement-officer-impersonation\">people<\/a> have\u00a0reportedly <a href=\"https:\/\/archive.is\/o\/oy19g\/https:\/www.borderreport.com\/news\/man-claims-to-be-ice-agent-threatens-to-deport-victims-deputies-say\/\" target=\"_blank\" rel=\"noreferrer noopener\">impersonated ICE agents<\/a>\u00a0to commit or attempt robbery in <a href=\"https:\/\/6abc.com\/post\/woman-tied-robbed-man-impersonating-law-enforcement-officer-mayfair-section-philadelphia\/16707524\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pennsylvania<\/a>, kidnapping in <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2025\/04\/25\/ice-agent-impersonate-kidnapping-florida-woman\/83271541007\/\" target=\"_blank\" rel=\"noreferrer noopener\">Florida<\/a> and\u00a0<a href=\"https:\/\/www.foxcarolina.com\/2025\/02\/05\/police-sc-man-charged-after-impersonating-ice-officer-viral-video\/\" target=\"_blank\" rel=\"noreferrer noopener\">South Carolina<\/a>, scams in <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-issues-warning-amid-increased-reports-fake-ice-officers\">California<\/a>, sexual href=\"https:\/\/english.elpais.com\/usa\/2025-04-10\/cases-of-civilians-posing-as-ice-agents-to-detain-migrants-are-on-the-rise.html\">Florida<\/a>, <a href=\"https:\/\/www.wbtv.com\/2025\/01\/27\/shoppers-feeling-edge-after-fake-ice-truck-prank-hispanic-grocery-store\/\">North Carolina<\/a>, <a href=\"https:\/\/apnews.com\/article\/north-dakota-immigration-williston-ice-agent-f89f0f070e5c39cd763a5018017ff332\">North Dakota<\/a>, <a href=\"https:\/\/www.wnep.com\/article\/news\/local\/union-county\/individuals-claiming-to-be-ice-agents-visit-lewisburg-business-according-to-police-buffalo-valley-regional-police-immigration-customs-enforcement\/523-eb4e7294-1fa2-4b9f-b4b4-cc4f681b3075\">Pennsylvania<\/a>, and <a href=\"https:\/\/abcnews.go.com\/US\/man-charged-posing-ice-officer-fake-emblems-suv\/story?id=120270516\">Washington state<\/a>.<\/p>\n<p>In Congress, Democrats have introduced several bills, including the <a href=\"https:\/\/espaillat.house.gov\/media\/press-releases\/reps-espaillat-goldman-introduce-legislation-banning-ice-agents-wearing-face?utm_source=chatgpt.com\">No Secret Police Act<\/a>, which would bar federal agents from concealing their faces with \u201chome-made, non-tactical masks\u201d and require law enforcement officers and DHS agents engaged in border security and civil immigration enforcement to clearly display identification and insignia when detaining or arresting people.<\/p>\n<p>\u201cIf you uphold the peace of a democratic society, you should not be anonymous,\u201d <a href=\"https:\/\/espaillat.house.gov\/media\/press-releases\/reps-espaillat-goldman-introduce-legislation-banning-ice-agents-wearing-face?utm_source=chatgpt.com\">said<\/a> Rep. The Putnam County Sheriff\u2019s Office refused to entertain The Intercept\u2019s questions. \u201cWe don\u2019t have somebody that would handle even communicating that to the press if it was even for the press\u2019s knowledge,\u201d said a person who replied to a request for her name with \u201cNo, thank you,\u201d before hanging up.\u00a0A message left for the department\u2019s civil affairs division was not returned.<\/p>\n<p>Fonseca Tapia said that personnel from both the Brewster Police Department and the Putnam County Sheriff\u2019s Office were called to the scene and spoke with him.<\/p>\n<p>\u201cThis is a call to action for people to understand that this is wrong and this is not normal.
