Howell from presiding over a lawsuit brought by the law firm Perkins Coie over an executive order stripping its lawyers of their security clearances and denying them access to government buildings.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the motion, lawyers for the Justice Department argued that Judge Howell, of the U.S. District Court for the District of Columbia, had \u201crepeatedly demonstrated partiality against and animus towards the president,\u201d complaining about comments she made during hearings in the Perkins Coie case, as well as remarks in other proceedings and public appearances.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cDefendants deserve a court proceeding free from concerns about impartiality,\u201d the motion read, demanding that Judge Howell recuse herself and \u201creturn this matter to assignment before a judge free from any appearance of hostility toward this administration and is otherwise unconnected with any matter related\u201d to past investigations of the president.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Earlier this week, the Trump administration tried to get another judge on the court removed, accusing Judge James E. Boasberg of \u201chighly unusual and improper procedures\u201d in a case challenging the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/21\/us\/politics\/trump-deportations-alien-enemies-act-block.html\" title=\"\">Trump administration\u2019s invocation of the Alien Enemies Act<\/a> of 1798 to accelerate deportations of Venezuelan migrants.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Last week, Judge Howell issued a <a class=\"css-yywogo\" href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.278290\/gov.uscourts.dcd.278290.21.0_5.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">temporary restraining order<\/a> in the Perkins Coie case, precluding the administration from barring the firm\u2019s lawyers from accessing the government, though it did not reinstitute their security clearances.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It was her latest ruling against President Trump and his allies, who have taken umbrage at some of her past decisions, particularly in her oversight of grand jury investigations in inquiries involving his ties with Russia and his handling of classified documents.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2019, Judge Howell ruled that the House, then run by Democrats, had a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/10\/25\/us\/politics\/house-impeachment-subpoenas.html\" title=\"\">right to view<\/a> the secret grand jury materials that had been redacted from a report examining Mr. Trump\u2019s dealings with Russia, prepared by a team led by then-special counsel Robert S. Mueller III.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last month, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/10\/us\/politics\/trump-classified-documents.html\" title=\"\">she ruled that<\/a> the Federal Bureau of Investigation had to disclose some records from its investigation into Mr. Trump\u2019s handling of classified documents, even though it was no longer investigating him.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And in between, she made several decisions regarding the grand jury investigations into the cases stemming from the Capitol riot on Jan. 6, 2021, earning the ire of Mr. Trump and his followers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Friday\u2019s motion cited Judge Howell\u2019s past handling of cases involving Mr. Mueller\u2019s report, as well as the subsequent investigation by another special counsel, John Durham, into the origins of the F.B.I.\u2019s inquiry into Mr. Trump\u2019s ties to Russia. It also listed complaints over how Judge Howell had, in a November 2023 speech, made an oblique reference to how the country could make a move toward \u201cauthoritarianism,\u201d a reference that prompted some House Republicans at the time to file a complaint against her.
